He has professional and academic background in governance, private-public relationships, strategic communications, corporate affairs, data science (machine learning \/ natural language processing), and policy-making.<\/p><p class=\"p1\">Carlos has a B.A. in International Relations with a focus on Economics from ITAM in Mexico City, Mexico, and Masters in Public Policy with a focus on quantitative methods and data science from the Hertie School in Berlin, Germany.
